Reference — Roles & Responsibilities

The data governance responsibility matrix

A single reference for every governance role — its mandate, responsibilities, decision authority, escalation path, and partners. Roles are ordered from strategic oversight down to the technical level closest to the data.

Direction flows down · escalation flows up
Representative, not definitive

These roles are a representative model — campuses may add, rename, or combine roles to run the program in a way that fits their organization and structure. What matters is that two sets of core roles are accounted for; how they're staffed and titled is a local choice:

Accountability & execution roles
The roles accountable for data and those who execute on it — Trustees, Stewards, and Custodians across each domain.
Program governance & support roles
The roles that govern and support the data governance program itself — the Committee, the Work Group, and advisory/operational support.
